Since I don't believe in gatekeeping art secrets I'll happily tell you.
Everything has all been done in Firealpaca.
I added a layer above the lineart and set the blending mode to "add", and then went nuts with my color of choice on the parts I want glowing, in this case it was red, used a gaussian blur to my liking and then went in with the particle brush in a those few places like the head flames, tentacle tips and claws.
